Fluclotizolam

FDA identifies Fluclotizolam as a drug that is not approved for any use in the United States. The Federal Food, Drug, and Cosmetic Act prohibits introducing a new drug into interstate commerce without an effective approval, and FDA describes the cited online sales as illegal importation of unapproved drugs and introduction of misbranded drug products. This classification concerns federal marketing and importation restrictions; it does not establish that simple possession is prohibited or that Fluclotizolam is a controlled-substance analogue.

PubChem's DEA NFLIS record identifies Fluclotizolam in the benzodiazepines class, and Schedule 1, Part 1 of New Zealand's Medicines Regulations 1984 classifies benzodiazepine derivatives as prescription medicines unless specified elsewhere. Medsafe explains that group entries can capture active ingredients not individually named, and its committee materials apply this benzodiazepine-derivatives group entry to a designer benzodiazepine derivative with no established therapeutic use. No controlled-drug designation is asserted because the current official materials inspected do not identify Fluclotizolam in the Misuse of Drugs Act schedules.

Fluclotizolam is expressly listed as number 242 in Annex 6, list e, of the current BetmVV-EDI consolidation dated 13 March 2026. The schedule exempts industrial and scientific use from control but expressly leaves private use controlled. Article 7 of the BetmG requires EDI authorisation for the cultivation, manufacture, import, export, storage, use, or marketing of listed substances and preparations with presumed narcotic-like effects; Article 20 penalises those activities without authorisation.

Italy expressly lists Fluclotizolam, identified by both its common name and the chemical name 2-cloro-4-(2-fluorofenil)-9-metil-6H-tieno[3,2-f][1,2,4]triazolo[4,3-a][1,4]diazepina, in Tabella IV. The listing took effect on 14 April 2020. Article 75 of D.P.R. 309/1990 treats the illicit import, export, acquisition, receipt, or possession of a listed substance for personal use as an administrative offence and applies administrative sanctions to conduct involving Tables II and IV. Fluclotizolam is therefore prohibited for personal use but subject to non-criminal penalties for personal-use amounts, which maps to the canonical status decriminalized rather than prohibited. The official 28 April 2026 decree continues to update Tabella IV under the same statutory framework, and exact-name and exact-chemical-name searches of the official Gazette located no later removal or rescheduling of Fluclotizolam through 23 August 2026.

Fluclotizolam is covered structurally, rather than by an exact-name entry, by Poland's V-NPS class for benzodiazepine derivatives. The class includes triazole-fused cores below 600 u and permits the thiophene fusion, halogenated phenyl ring, and methyl and halogen substituents present in fluclotizolam. The UK Advisory Council on the Misuse of Drugs identifies fluclotizolam as 2-chloro-4-(2-fluorophenyl)-9-methyl-6H-thieno[3,2-f][1,2,4]triazolo[4,3-a][1,4]diazepine, supporting the structural match to the Polish class definition.

UNODC identifies fluclotizolam as a thienotriazolodiazepine among benzodiazepine-type new psychoactive substances in its sedatives/hypnotics group, and describes that group as central-nervous-system depressants. Singapore's Misuse of Drugs Act 1973 uses an effects-based definition covering non-excluded substances capable of stimulating or depressing the central nervous system and affecting mental functioning or emotional state; CNB accordingly treats unlisted NPS with the capacity to produce a psychoactive effect as psychoactive substances. Section 11I makes unauthorised possession or consumption an offence, while providing a defence for possession for a legitimate purpose other than human consumption.
