These combinations are considered extremely harmful and should always be avoided. Reactions to these drugs taken in combination are highly unpredictable and have a potential to cause death.
Technically it would fall under the definition of a medicine by §2 AMG ( Medicines Act ) because it induces a pharmacological effect. By a decision of the European Court of Justice, this definition was declared ineffective because it was not compatible with EU law. Dichloropane can be considered unregulated.
The Federal Analogue Act, 21 U.S.C. § 813, is a section of the United States Controlled Substances Act, allowing any chemical "substantially similar" to an illegal drug (in Schedule I or II) to be treated as if it were also in Schedule I or II, but only if it is intended for human consumption.
