3-MeO-PCPy

At Commonwealth level, 3-MeO-PCPy is covered as a controlled-drug and border-controlled-drug analogue of listed phencyclidine. The compound is 3-methoxyrolicyclidine, which the analytical literature identifies as a phencyclidine derivative; section 301.9 covers chemical derivatives and also specifies heterocyclic-ring replacement and substitution between hydrogen and alkoxy groups. The Criminal Code Regulations list phencyclidine as both a controlled drug and a border controlled drug, so the analogue rules apply without 3-MeO-PCPy being named individually.

Germany controls 3-MeO-PCPy through the arylcyclohexyl(methyl)amine group in Anlage 1 no. 6 of the NpSG rather than by individual name. Its pyrrolidinyl amine and methoxy-substituted phenyl ring fit the provision's permitted cyclic amine, phenyl R3, and alkoxy-substituent parameters, within the 500 u mass ceiling. Sections 2 and 3 classify substances in an Anlage 1 group as new psychoactive substances and prohibit trade, manufacture, import, export, transit, acquisition, possession, and administration, subject to statutory exceptions.

New Zealand's Misuse of Drugs Act 1975 automatically captures controlled-drug analogues as Class C controlled drugs when their chemical structure is substantially similar to that of a scheduled drug. PubChem identifies 3-MeO-PCPy as 1-[1-(3-methoxyphenyl)cyclohexyl]pyrrolidine and the scheduled PCPY parent as 1-(1-phenylcyclohexyl)pyrrolidine, so 3-MeO-PCPy differs from PCPY by a methoxy substituent on the phenyl ring and falls within the analogue rule. It is controlled as a Class C analogue rather than through an individual 3-MeO-PCPy schedule entry.

The Shenzhen Public Security Bureau's official controlled-drug catalogue, updated on 17 July 2026 and expressly current through 1 July 2026, lists entry 229 as 1-[1-(3-甲氧基苯基)环己基]吡咯烷 / 1-(1-(3-Methoxyphenyl)cyclohexyl)pyrrolidine, CAS 1364933-79-8, abbreviation 3-MeO-PCPy. The three-agency 2025 consolidation announcement states that the Catalogue of Non-medical Narcotic Drugs and Psychotropic Substances took effect on publication and simultaneously repealed the former Supplementary Catalogue. The 17 June 2026 three-agency announcement added 16 substances effective 1 July 2026, while the later official police consolidation retains 3-MeO-PCPy at entry 229. Regulation Articles 3 and 4 establish the three-agency non-medical catalogue and permit non-medical controlled substances only for experimental research under the Regulation, prohibiting production, operation, use, storage, and transport. The scheduling measures also prohibit production, sale, transport, use, storage, and import or export, subject to regulated research and related exceptions. Public Security Administration Punishments Law Article 84 penalizes illegal possession of a small quantity of other drugs; Criminal Law Article 348 covers larger quantities, and Article 357 defines drugs to include other state-controlled addictive narcotic drugs and psychotropic substances. Accordingly, 3-MeO-PCPy is prohibited for ordinary possession and use, subject only to narrow authorized research-related activity.

Mexico requires prior COFEPRIS authorization to import or export covered medicines, drug chemicals, and raw materials that are or contain narcotics or psychotropics. Annex I(c) and (j) list rolicyclidine and its salts and derivatives under tariff heading 2933.99.99 for the import and export permit regimes; PubChem identifies 3-MeO-PCPy as 1-[1-(3-methoxyphenyl)cyclohexyl]pyrrolidine, the methoxy-substituted PCPy structure. The measure establishes a border-control restriction but does not by itself prove that Mexico's general possession prohibition extends to 3-MeO-PCPy, so the narrower restricted_other classification applies.

PubChem identifies 3-MeO-PCPy as 1-[1-(3-methoxyphenyl)cyclohexyl]pyrrolidine. Poland's NPS schedule covers arylcyclohexylamine derivatives up to 500 u and expressly permits an alkoxy substituent through C6 on the aryl ring and a pyrrolidinyl ring at nitrogen, placing this structure in group VII-NPS without an individual listing. Article 62b of the Act on Counteracting Drug Addiction penalizes unlawful possession of a new psychoactive substance, with imprisonment possible for a significant quantity. The 2025 and 2026 amending regulations do not alter group VII-NPS.

Ukraine's drug-control law treats analogues as substances prohibited from circulation when they are absent from the national list but have chemical structure and properties similar to controlled narcotic drugs or psychotropic substances and reproduce their psychoactive action. 3-MeO-PCPy is 3-methoxyrolicyclidine, and the analytical literature identifies it as a new psychoactive phencyclidine derivative, placing it within that analogue rule rather than an exact-name schedule entry. Its coverage therefore follows the statutory analogue test, not an inference that omission from the schedule makes it unscheduled.
